A federal judge has struck down key provisions of Act 10 -- Governor Scott Walker's controversial legislation limiting collective bargaining -- on grounds that the arbitrary, possibly politically-motivated distinction between "public safety" and other public employees violated equal protection and First Amendment rights.
Federal authorities are investigating two Wisconsin nonprofits associated with Wisconsin political veteran Mark Block, former campaign manager for presidential candidate Herman Cain and former director of the state chapter of the Koch-founded-and-funded Americans for Prosperity. The Center for Media and Democracy (CMD) filed a letter with the Internal Revenue Service (IRS) requesting such an investigation last November.
Today, the Wisconsin Government Accountability Board (GAB) will take formal action to schedule the first recall election of a sitting U.S. governor in more than a decade. Since the recall effort began in November of 2011, conservative media outlets have been alleging massive fraud, but now that the GAB has gone through extraordinary effort and expense to certify the recall and count the petitions, what is the status of the fraud allegations?
The GAB will announce that volunteers collected over 900,000 signatures to trigger the recall of Wisconsin Governor Scott Walker -- the highest number of signatures calling for the removal of a siting governor, per capita, in U.S. history. Only 540,000 signatures were required. The GAB will also certify the recall of Lt. Governor Rebecca Kleefisch, with over 800,000 signatures. The recalls are anticipated to be scheduled for June 5.

A federal court ruled yesterday that new election maps drawn by Wisconsin Republican lawmakers last year violated the Voting Rights Act and must be redrawn.
A panel of three judges ruled that Latino communities on the Southside of Milwaukee were disenfranchised by the overly partisan maps. The maps for Assembly districts 8 and 9 must be redrawn by the state legislature, which is now split 16-16 in the Wisconsin Senate, or the court will redraw them. However, the judges upheld all the other legislative and Congressional districts that Republicans drew last year stating that even though the maps caused problems for some one million voters and disrupted long-standing political relationships, the resulting population deviations were not large enough to permit judicial intervention under the law.
Governor Scott Walker is currently running a million dollar TV ad campaign on "Promises Kept," but after misleading the public on his plans to radically reshape collective bargaining in the state, Walker can't even be bothered to negotiate with the few unions who played by the new rules and are coming to the bargaining table in good faith.
In an interview with Fox News legal eagle Greta Van Susteren, Wisconsin Governor Scott Walker says his upcoming recall election will be a "Waterloo" moment for national unions that will "invest everything possible to try and take me out to send a message."
Van Susteren fell for Walker's Emperor Napoleon spin, giving him ample time to describe how he is being unfairly persecuted by big-money, out-of-state unions who apparently imported all the protestors last year who surrounded and occupied the Wisconsin State Capitol. "When that started to happen, when you see the buses of people come in, the charter planes coming in -- and the money they spent. I mean, they dumped $4 million to $5 million even before any campaigns last year," Walker said.
In the nearly 40 years since Wisconsin created an ethics panel to try judges for misconduct, charges had been filed only twice against members of the Wisconsin Supreme Court. Justice David Prosser became the third on March 16, when the Wisconsin Judicial Commission announced that wrapping one's hands around the neck of another justice would establish probable cause of judicial misconduct. Under normal procedures, the complaint would now go to a three judge panel picked by the Court of Appeals who would then make a recommendation to the Supreme Court itself for final action. However, in his most recent move, Prosser has demanded his fellow justices recuse themselves from any final action.
Mahlon Mitchell announced today that he is running for the position of Lt. Governor of Wisconsin in the upcoming recall election against the current Lt. Governor, Rebecca Kleefisch. Mitchell is the president of the Professional Fire Fighters of Wisconsin and a familiar face from the Wisconsin uprising.
Firefighters joined the struggle to preserve collective bargaining rights last year, even though firefighters were exempt from the collective bargaining bill. Firefighters saw it as their duty to stand up for their unions brothers and sisters: "We have a fire in the house of labor, we are here to put it out," Mitchell was fond of saying during the 2011 winter protests.
The Wisconsin State Assembly wrapped up a marathon 33-hour session Friday, ending a contentious two-year legislative session marked by massive protests on the collective bargaining issue and an 18 day Capitol occupation.
It was the last floor session before the six recall elections scheduled for the summer, which could change the balance of power in the Senate and the Governor's office. In a surprise move on the last day of the session, Republican Senator Pam Galloway, one of the targets of the recall, resigned for family health reasons.
