As electronic mail moves closer to overtaking paper mail as the medium of choice for written communication, it is clear that the Post Office remains an essential way to communicate and transfer goods. Still, many people are overwhelmed with junk mail and have little idea how to stop it.

Congresspedia Preview: This Week in Congress (May 2 - 9, 2008)

Once again, housing legislation aimed at reforming the Federal Housing Administration and at helping homeowners threatened with foreclosure is at the top of the list for senators and representatives this week, as debate intensifies over differing proposals. In addition, Democrats are mulling how much domestic spending to include in a $108 billion Iraq/Afghanistan supplemental, while 10 days remain before a second extension of the 2002 Farm bill expires. Negotiations, which began last year, continue as the House and Senate work to reconcile subsidy-levels and income-brackets for farmers.

Rep. Barney Frank, chair of the House Financial Services Committee, has proposed legislation that would force the FHA to insure some $300 billion in home loans that are close to being foreclosed. Lenders would be asked to renegotiate the loan principle, while the FHA would insure a 30-year fixed rate the borrower could afford. According to Frank, the legislation could cost taxpayers between $3 and $6 billion, depending on how many of the new loans default.

To sweeten the deal for President George W. Bush, Frank proposed tougher oversight of Freddie Mac and Fannie Mae (the two government-sponsored enterprises that sell mortgage-backed securities) and new regulations on the FHA. In addition, Congress might grant local housing finance agencies the authority to issue tax-exempt bonds to help some homeowners refinance their mortgages.

Deja Vu: NYT, US Propaganda and War with Iran

Greg Mitchell of Editor and Publisher notes that New York Times military reporter Michael Gordon, "who contributed several false stories about Iraqi WMD in the run-up to the U.S. attack in Iraq," has been writing about Iran's alleged involvement in attacks against U.S. service members in Iraq. Gordon's latest article, "Hezbollah Trains Iraqis in Iran, Officials Say," is "based solely on unnamed sources," notes Mitchell.

An article from McClatchy's Baghdad bureau also contradicts Gordon's New York Times piece. McClatchy reports that the Iraqi government "seemed to distance itself from U.S. accusations towards Iran." Iraqi government spokesperson Ali al-Dabbagh said the government had formed a committee to find "tangible information" about Iranian activities in Iraq, instead of relying on "information based on speculation." Al-Dabbagh also told Agence France-Press that there is no "hard evidence" of Iranian support of insurgents in Iraq.

Retired U.S. Air Force Colonel Sam Gardiner has seen this sort of poorly-sourced reporting before in the New York Times as part of the propaganda campaign that led America directly into the disastrous quagmire in Iraq.

Congresspedia Review: This Week in Congress (April. 26 - May 2, 2008)

The big action in Congress this week was on bills with big price tags: the $290 billion Farm Bill and a new $300 billion housing crisis bill. It also passed a law banning employers and insurers from using your genes to discriminate against you. And, of course, the race for Democratic superdelegates continues between Sens. Barack Obama and Hillary Clinton, with both picking up several endorsements.

The 2007 Farm Bill looks like it might be ready for a final vote as the House and Senate negotiate between themselves and with President Bush to find a bill that hits all the right political constituencies and has the right price tag. The latest version of the bill, which at $290 billion over ten years is $10 billion over the congressional budget rules and $4.5 billion more than President Bush wants, contains most of the usual subsidies and conversation programs of years past but adds several key provisions. Bush is pressing Congress to lower the income limits on farmers who can receive subsidies from the current $1.95 million to $200,000, well short of Congress' currently proposed $500,000. But Bush also supports keeping $5.2 billion in direct subsidy payments to farmers despite record crop prices, so he's not exactly uniformly thrifty. Also included in the current version of the bill is a $5 billion trust fund for farmers hit by disasters including floods, droughts and fires, a key demand of farm state Democrats and Republicans alike.

However, Bush has taken a hard line on the total price tag for the bill, and has raised a veto threat that Democrats say may be designed to bolster Sen. John McCain's anti-spending credentials. While it remains to see who will blink first, the extension that funds the farm programs is running out and some type of vote is imminent in the next week or two.

What the Pentagon Pundits Were Selling on the Side: Propaganda Meets Corporate Lobbying

The Pentagon launched its covert media analyst program in 2002, to sell the Iraq war. Later, it was used to sell an image of progress in Afghanistan, whitewash the U.S. detention center at Guantanamo Bay, and defend the Bush administration's warrantless wiretapping, as David Barstow reported in his New York Times expose.

Millions to supply body armor and counterintelligence services in IraqBut the pundits weren't just selling government talking points. As Robert Bevelacqua, William Cowan and Carlton Sherwood enjoyed high-level Pentagon access through the analyst program, their WVC3 Group sought "contracts worth tens of millions to supply body armor and counterintelligence services in Iraq," reported Barstow. Cowan admitted to "push[ing] hard" on a WVC3 contract, during a Pentagon-funded trip to Iraq.

Then there's Pentagon pundit Robert H. Scales Jr. The military firm he co-founded in 2003, Colgen, has an interesting range of clients, from the Central Intelligence Agency and U.S. Special Operations Command, to Pfizer and Syracuse University, to Fox News and National Public Radio.

Of the 27 Pentagon pundits named publicly to date, six are registered as federal lobbyists. That's in addition to the less formal -- and less transparent -- boardroom to war-room influence peddling described above. (There are "more than 75 retired officers" who took part in the Pentagon program overall, according to Barstow.)

The Pentagon pundits' lobbying disclosure forms help chart what can only be called a military-industrial-media complex. They also make clear that war is very good for at least some kinds of business.

Pentagon Pundit Scandal Broke the Law

The Pentagon military analyst program unveiled in last week's exposé by David Barstow in the New York Times was not just unethical but illegal. It violates, for starters, specific restrictions that Congress has been placing in its annual appropriation bills every year since 1951. According to those restrictions, "No part of any appropriation contained in this or any other Act shall be used for publicity or propaganda purposes within the United States not heretofore authorized by the Congress."

As explained in a March 21, 2005 report by the Congressional Research Service, "publicity or propaganda" is defined by the U.S. Government Accountability Office (GAO) to mean either (1) self-aggrandizement by public officials, (2) purely partisan activity, or (3) "covert propaganda." By covert propaganda, GAO means information which originates from the government but is unattributed and made to appear as though it came from a third party.

Embedding Military Propagandists into the News Media

David Barstow of the New York Times has written the first installment in what is already a stunning exposé of the Bush Administration's most powerful propaganda weapon used to sell and manage the war on Iraq: the embedding of military propagandists directly into the TV networks as on-air commentators. We and others have long criticized the widespread TV network practice of hiring former military officials to serve as analysts, but even in our most cynical moments we did not anticipate how bad it was. Barstow has painstakingly documented how these analysts, most of them military industry consultants and lobbyists, were directly chosen, managed, coordinated and given their talking points by the Pentagon's ministers of propaganda.
