ALEC Tours Tar Sands, Works with Industry Groups to Block Low-Carbon Fuel Standards

The American Legislative Exchange Council (ALEC) recently adopted a “model” bill from an oil-industry lobby group, that would limit the ability of states to negotiate regional “low-carbon fuel standards” (LCFS), a mechanism designed to reduce the carbon intensity of transportation fuels. If agreed by states, LCFS could have a significant impact on the sale of fuels derived from Canadian tar sands in the United States, regardless of any decision the Obama administration makes over the proposed Keystone XL pipeline.

    MADISON -- The Center for Media and Democracy filed suit Thursday against Wisconsin State Senator Leah Vukmir, a member of the American Legislative Exchange Council (ALEC) and the treasurer of ALEC's national board, over her failure to disclose ALEC-related materials under Wisconsin's public records law -- possibly because ALEC told her to keep the documents secret.

    WI Appellate Judge Upholds WI Voter ID, But Indicates Another Challenge Could be Successful

    A Wisconsin appellate court has overturned one decision by a lower court finding the state's voter ID law unconstitutional, but the legislation remains blocked, with a separate challenge to the law pending before a different appellate court. Despite upholding the voter ID law, the judge deciding today's case appeared to imply that there could be a different outcome for a challenge that provides more evidence of the law's burdens on the right to vote.

  • As detailed in "Dissent or Terror: How the Nation's Counter Terrorism Apparatus, in Partnership with Corporate America, Turned on Occupy Wall Street," through 2011 and 2012, "fusion centers" and other "counter terrorism" agencies engaged in widespread monitoring of Occupy Wall Street activists. This article examines some instances of this counter terrorism monitoring of activists.

    The primary fusion center discussed in this article is the Arizona Counter Terrorism Information Center (ACTIC). ACTIC's establishment and function is further described here. Perhaps the most widely utilized feature of ACTIC is the Terrorism Liaison Officer Program. The function of ACTIC Terrorism Liaison Officers is to disseminate ACTIC intelligence and "critical infrastructure/key resources" "threat and vulnerability assessments" within their respective law enforcement agencies, and to feed intelligence gathered by these agencies back into ACTIC, for the use of other ACTIC-engaged entities (both in the public and private sectors).

    Following the terrorist attacks of September 11, 2001, a nationwide "homeland security"/"counter terrorism" apparatus emerged. Components of this apparatus include the U.S. Department of Homeland Security, the Office of the Director of National Intelligence, the National Counterterrorism Center, and state/regional "fusion centers." Fusion centers, by and large, are staffed with personnel working in "counter terrorism"/ "homeland security" units of municipal, county, state, tribal and federal law enforcement/public safety/"counter terrorism" agencies. To a large degree, the "counter terrorism" operations of municipal, county, state and tribal agencies engaged in fusion centers are financed through a number of U.S. Department of Homeland Security grant programs.
